Founded in 1969 Financial Details: Unverified In 1969, the Phantom Outlaw MC was founded in Chicago. More recently, it has partnered with the Vice Lords, another Chicago-based group. The Phantoms are a mostly black gang, and the majority of them drive Harleys and other motorcycles.
